REQUEST FOR PROPOSALS- U.S. Department of Housing & Urban Development – RENTAL ASSISTANCE DEMONSTRATION(RAD) LOW INCOME HOUSING TAX CREDIT(LIHTC) CONSULTING SERVICES. Due: 4 p.m. Friday, June 5, 2026 EST

The Catskill Housing Authority (CHA), is seeking proposals from experienced housing consultants to assist CHA with a HUD Rental Assistance Demonstration (RAD) conversion and Low Income Housing Tax Credit (LIHTC) project.

CHA desires consultants who are available to meet in person with the Board of Commissioners and staff in a series of meetings to educate, discuss, and answer questions regarding a RAD conversion and LIHTC project from start to finish. The consultant will fully explain, demonstrate, quantify, and compare all RAD and LIHTC options to the Catskill Housing Authority board and staff – clearly showing the options and benefits of a RAD conversion and LIHTC project verses a no action alternative. Please review scope of work for additional work responsibilities.

CHA will utilize the consultant on an as-needed basis as it navigates through the RAD and LIHTC process. CHA expects the developer/investor to assume most, if not all, the RAD conversion and LIHTC project workload after finalizing a partnership Master Development Agreement.

The selected consultant must have significant knowledge of HUD Asset Repositioning through RAD, and Low Income Housing Tax Credit (LIHTC) expertise. The ability to coordinate such an undertaking must be clear from the qualifications submitted. CHA will retain the selected consultant as an advocate for the housing authority throughout the entirety of a RAD conversion and developer/investor LIHTC project.
